DNS, cipher and Network Manager troubleshooting for Ubuntu and Mint.
Install the update-resolv-conf helper and add βup/downβ lines to your .ovpn so DNS follows the VPN. Alternatively set a public resolver on your connection.
On newer releases add tls-cipher=DEFAULT:@SECLEVEL=0 to the connection (see the 22.04 fix guide).
If OpenVPN never appears in Network Manager, install network-manager-openvpn-gnome and restart NetworkManager: sudo systemctl restart NetworkManager
